NEW BERLIN CITY CENTER

In June of 2003 construction of The New Berlin City Center was started. Phase I being a 38 acre PUD requiring snake isolation fencing with relocation of snakes during the summer months and four storm water detention ponds for erosion control.

In May of 2003 construction of this project was started. It was a CIP project to extend watermains, sanitary sewers and install a forcemain to connect the sanitary sewers to existing sanitary sewers east of Calhoun Road on Lincoln Avenue. As it became apparent in the final design stages in October of 2002 that most of the existing Lincoln Ave. pavement would be torn up and then replaced due to the utility construction, the plans were revised prior to bids being taken to include cutting down the existing hill near the entrance to The Willows Condominiums. The hill presented a sight distance safety issue that needed to be changed in the future and it was more economical to do it in this project rather than repair after utility installations and then dig it up and lower the road in a few years.In addition, Lincoln Avenue was scheduled for resurfacing from the west edged of this project, 2.5 miles to the City Limits at Springdale Road.

ROAD MAINTENANCE 2003 – LINCOLN AVE. – Fiberglass Reinforced Bituminous Pavement Overlay

In an effort to extend the life expectancy of the proposed 2003 Bituminous Pavement Overlay on Lincoln Ave. from a few hundred feet west of 179th Street to Springdale Road, several engineering concepts were used.  Investigations of the proposed project showed extensive Frost Related Deterioration from November of 2002 to February of 2003.The "alligatoring",or random pavement cracking , due to frost went from 25% noticeable to 98% from November 2002 to February 2003.  Since the project crossed 5 areas of muck or peat, soil borings were performed by a Soils Engineering Consultant to show what was under the existing pavement and how thick the pavement in place to be.  In conjunction with this The New Berlin Streets Utility was asked by The Engineering Division to install 29 cross drains at pavement low areas to help drain the aggregate base under the existing bituminous surface.  This consisted of 2 foot wide trenches, 3 to 4 feet deep, that were excavated and then backfilled with coarse, gap-graded 2-3" stone.  This was to correct the expected future frost action.  Instead of just overlaying the existing pavement as is normally done, a fiberglass reinforced bituminous pavement overlay was specified using GLASGRIDas the fiberglass reinforcement.
